Article Processing Charge & Financial Transparency

All articles published in the International Scientific Technical and Economic Research (ISTAER) are released in Diamond Open Access format. The journal formally pledges to never charge any submission, page, or article processing fees (APC). This non-profit commitment will remain in effect permanently. There is no page limit for manuscripts.

Revenue Sources: To sustain the journal's operations (including website maintenance, digital preservation, plagiarism screening, and editorial office management), the journal receives financial and institutional support from the following non-profit partners:

• Sichuan Knowledgeable Intelligent Sciences (the journal's publisher) – a non-profit research institute providing core operational and infrastructure funding. It generates revenue from independent commercial activities including technology consulting, collaborative R&D, data services, and professional training, a portion of which is allocated to support the journal.

• Mathematical Modeling Research Center, Chengdu Jincheng College – a university-affiliated non-profit research center providing financial support and academic collaboration.

• Sichuan Society of Science and Technology Policy – a non-profit academic society providing academic collaboration and research support.

• Chengdu Society of Aerospace – a non-profit academic society providing academic collaboration and research support.

No revenue is derived from author fees, reader access fees, or any commercial publishing activities. The journal operates entirely on a non-profit basis.

Reader Access: All articles are published under a Creative Commons Attribution 4.0 International License (CC BY 4.0). Readers may access, download, copy, distribute, and share the full text of all articles immediately upon publication, free of charge, with no subscription or pay-per-view fees.
